Primary Responsibilities/Expected Outcomes:
Monitors financial process, financial management systems and administers the ADAMH Board budget.
Evaluates and monitors ADAMH contract provider allocations and service budgets.
Monitors ADAMH Board s Capital budget, operation, ADAMH Board budgetary programs and cost funding systems.
Develops cost funding policies and procedures and establishes new systems to increase efficiency and accuracy of financial reporting and ADAMH budget preparations.
Provides recommendations to Director of Finance on matters concerning budgets and ADAMH s day-to-day operations.
Assists with developing management reports to improve the effectiveness and efficiency of the ADAMH Board.
Performs financial analysis and reporting for the ADAMH Board annual budget, to include claims reserving estimates, revenue estimates, expenditure estimates, budget-to-actual reports, financial modeling, contract performance comparisons and cost accounting analysis.
Investigates areas of budget preparation, analyzes and reviews proposed legislation to determine fiscal impact and represents Finance Business Operations Team at various hearings and meetings.
Facilitates the management of various contracts with vendors and service providers.
May be required to complete other duties requiring similar skills.
Core Competencies/Demonstrated Skills:
Education: Bachelor's degree in Finance or Public Administration, Business, or Accounting, or equivalent combination of education and experience. CPA preferred but not required.
Experience: Two years budget experience, preferably in a public agency.
Two years experience in statistical analysis and business management.
Two years experience using various computer software applications, including spreadsheet, data base and word processing applications.
Skills: Able to work effectively in a team environment and with culturally diverse populations.
Able to readily process information and draw reasonable conclusions leading to sound recommendations.
Excellent verbal and written communications skills, including the ability to adapt written and spoken messages to different audiences.
Aware of current developments in the profession and ability to apply those developments to the operating environment.
