Jobing Description

Provides financial direction and support for Test and Training Operating unit ($130M). Responsible for all program performance measurement systems. Focus on reporting to senior management including AOP, Strategic Business Plans, Capital, and IR&D Plans, etc. Will provide financial leadership and business consultative activities to Test and Training Operating unit. Specific job duties will include:

* Lead Test and Training Finance organization located at 3 domestic and 1 international locations
* Prepare and present business analysis, plans, and forecasts for unit to Sr. level management.
* Prepare and maintain all operating and profit and loss budgets.
* Interface with Test and Training business office and AAI financial management functions.
* Maintain familiarity with program profit status to improve profit and loss recognition consistent with AAI policies.
* Ensure EACs are completed and profit is recorded and realized.
* Ensure compliance with Truth in Negotiations Act (TINA) requirement.
* Review and approve all proposals.
* Oversee program administration support to business unit programs to include Work Breakdown Structure (WBS) establishment and maintenance, program schedule maintenance, cost budgeting forecasting, and expenditure control, and cost/schedule performance analysis and reporting (CPR).
* Ensure compliance with Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
* Maintain Total Quality within the financial area or areas to include focus on the customer, responsiveness to the customer, and technical excellence.
* Provide point of interface and coordination with DCAA, DCMAO (Defense Contracts Management Area Operations) and other related government agencies as related to fiscal matters.
* Other duties as assigned.

Required Skills

* Strong financial background- understanding of CSSR (cost schedule status reports), earned value analysis (EVMS) and other DoD program financial measurement metrics & federal acquisition regulation knowledge.
* Understanding of financial aspects of long term contracts, manufacturing, and field support.
* Understanding and knowledge of program management tools and techniques
* Cost estimating and analysis, proposal compliance.
* Proven ability to lead a team of individual contributors and managers
* Strong communications skills

Required Experience

Minimum of 7 years experience as a controller or financial manager. Previous DoD experience with an operational background (does not mean only manufacturing operations). Bachelor's degree in Finance or related discipline required.
