BASIC FUNCTION
This position is responsible for coordinating and overseeing the College payroll function and process. This position interprets and complies with applicable Federal and State laws, rules, policies, procedures, regulations and negotiated agreements. This position reports to the Assistant Director of HR Operations.

ESSENTIAL FUNCTIONS
* Enter payroll and benefits data from source documents. Process and review employee time worked for payment and process all payroll related transactions in an automated system. Conduct pre-audits of payroll, conduct analysis of payroll, and assure accuracy for payroll and related reports. Reconcile payroll reports with disbursements. Monitor & follow-through with outstanding payroll disbursements. Verify payroll discrepancies, review payroll errors & make corrective entries. Assist in the preparation and approval of off-cycle payments. Process and respond to garnishments and tax levies.
* Review accuracy and efficiencies of time sensitive payroll operations. Research & resolve payroll inefficiencies and recommend changes to improve systems. Advise internal and external customers regarding federal and state law, rules, policies, procedures, regulations, and negotiated agreements in relation to payroll duties.
* Coordinate or directly input payroll transactions; including adjustments, time and leave data, and benefits information including retirement, medical, dental, life, and long-term disability data. Manage system, control tables and job scheduling. Process payroll expense transfers as needed.
* Complete employment verifications.
* Direct the work of others responsible for payroll processing.
* Assist the Assistant Director of HR Operations to review policies and procedures for compliance with the State Board for Community and Technical Colleges, State Office of Financial Management, federal & state laws, rules, policies, procedures, regulations and negotiated agreements. Assist with policy development and implementation.
* Attend state-wide and other position related meetings.
* Provide employees with benefit eligibility information. Monitor employees time worked and benefits eligibility.
* Calculate and deposit accurate and timely tax payments including any required multi-state taxes. Calculate vendor payments and process timely vendor payments.
* Reconcile payroll; insurance billings; retirement transactions; vendor payments, vendor deduction reports, W-2 and end of the year reports; and any periodic reports as required. Monitor and reconcile leave reports including shared leave.
* Develop procedures for the retention of payroll and benefit records in accordance with record retention laws and audit regulations.
* Prepare and maintain individual employee payroll files.
* Respond to routine or unique questions or requests involving payroll, benefit, and other related data. Assist with training and development as needed.
* Perform related duties as assigned.

Skills / Requirements

MINIMUM QUALIFICATIONS
* High school graduation or equivalent.
* Four (4) years of payroll processing experience. Nine (9) quarter hours or six (6) semester hours of college-level course work from an accredited college or university in accounting may substitute for six (6) months of required experience.
-Or- equivalent combination of education and experience.
* Two (2) years experience with an automated personnel or payroll system.
* Intermediate word processing and spreadsheet skills.

PREFERRED QUALIFICATIONS
* Associates degree or higher education from an accredited college or university.
* Certified Payroll Professional (CPP).
* Four (4) years experience processing payroll in a large (1000+) public organization.
* Experience working with a multi-state payroll processing.
* Intermediate data base management skills.

CONDITIONS OF EMPLOYMENT
* Successfully pass a criminal history background check prior to employment.
* Ability to sit for extended hours at a time.
* Ability to lift or move items weighing up to 30 pounds.

TERMS OF EMPLOYMENT
This is a full-time position scheduled to work Monday through Friday, 8:00am to 5:00pm with some evening hours required. Flexibility in scheduling is required to meet business needs including off-campus assignments. The salary range is $2,724 to $3,549 per month. The College offers a generous benefits package to include: life, health, dental and long-term disability insurance, retirement, vacation leave, sick leave and holiday pay. A collective bargaining agreement exists and membership in the Washington Federation of State Employees or payment of a service fee is required within 30 calendar days of employment. The layoff unit for this position is "All Other WFSE".
