Senior Payroll Administrator

This position is for the Director of Payroll Services. The selected director will be the key leader within the City of Columbus having responsibility for accurate, timely and secure payroll functions for 10,000 + employees totaling approximately $725 million in annual wages issued. The Director of Payroll Services must administer pay in compliance with six separate Collective Bargaining Agreements as well as city ordinance. The individual chosen for this position will need to possess strong technical expertise related to payroll laws and regulations. State of Ohio public sector employment experience highly preferred.
Skill / Requirements
JOB DUTIES: Defining the overall strategy and vision for citywide payroll; Executing the day-to-day functions of the payroll office, including the accurate administration of payroll, taxes, and garnishments for a complex, large government; Creating and monitoring internal controls; Directing process improvements; Providing payroll expertise to support an ongoing system integration; Directly interacting with software systems including Ceridian Dayforce, Microsoft Dynamics as well as the City of Columbus' legacy payroll system in order to ensure that Payroll information is correct and processed in a timely manner; Supervising a team of payroll specialists; Participating in various meetings for the development and ongoing administration of payroll; Creating and maintaining documentation related to payroll procedures; Developing financial and operational reports as needed; Working collaboratively with third-party vendors and internal City of Columbus departments toward timely resolution of any payroll related matters; Ensuring compliance with data privacy, confidentiality and public records requirements.
PREFERRED KNOWLEDGE: Ceridian Dayforce or similar software; Federal, state and local income and employment taxes withholding and reporting; Taxable and non-taxable fringe benefits; U.S. Department of Labor Wage and Hour laws; Compliance initiatives with Ohio statute; 457 Deferred Comp Plan; FLSA, ACA, Consumer Credit Protection Act, creditor garnishments, court-ordered support; Ohio statewide pension fund rules and reporting OPERS and OP+F; Ohio BWC reporting; Strong technical knowledge with experience managing payroll system configurations.
PREFERRED ABILITIES AND SKILLS: Implementing processes as business requirements change; Microsoft Office suite with emphasis on Excel Minimum Qualifications; Ability to use the following equipment: Computer and related office software, printer, Copier, Multi - line telephone, fax machine and other modern office equipment necessary to perform duties; ability to lift up to twenty-five pounds; proofreading.
PREFERRED EXPERIENCE: 8 plus years of combined payroll/tax/benefits administration experience; 3 plus years of management/supervisor experience; 3 plus years' experience working within a Shared Services environment.
PREFERRED QUALIFICATIONS: Bachelor's Degree in Business, Accounting, Finance or related field; Certified Payroll Professional (CPP) Certification.
