The City of Oakland is currently recruiting to fill two Payroll Personnel Clerk III vacancies with the Department of Transportation and one vacancy with the Oakland Fire Department. This position will represent and further the City's commitment to racial equity in recruitment and retention of qualified staff. 

Under general supervision, the incumbent provides complex and specialized payroll and departmental human resource support to City departments and divisions; and/or assigns, directs and reviews the work of a small payroll/personnel services office support staff.

The ideal candidate should be detail-oriented and have the ability to prioritize and juggle multiple tasks effectively; have excellent technical, customer service,  and organizational skills; be able to research, analyze and interpret policies and guidelines; and have the ability to work independently and exercise sound judgment.  
Examples of Duties

  • Perform complex and specialized office support work, relating specifically to payroll, human resources, and employee relations activities.
  • Confer with human resources and departmental staff regarding complex human resources and/or employee relations matters, including Civil Service Rules, MOU provisions, Worker's Compensation, Unemployment Benefits, arbitration rulings, and related policies and procedures.
  • Process time reporting forms; verify information and calculations, including specific payroll rates related to holiday, overtime, off-shift, predetermined premium rates; monitor leave and compensatory time totals.
  • Prepare and process personnel requisition forms for filling permanent, temporary and part-time vacancies.
  • Process paperwork required for new employees; orient such employees regarding benefit programs and obtain information to complete required forms and begin coverage.
  • Provide lead direction, training and work review to a small payroll/personnel services support staff; organize and assign work, set priorities and follow-up to ensure coordination and completion of assigned work.
  • Provide input into selection decisions, performance evaluations and disciplinary matters.
  • Research and assemble information from a variety of sources for the completion of forms and preparation of reports; make arithmetic and/or statistical calculations.
  • Organize and maintain various files, including those related to personnel matters, such as coursework taken, certifications received, beneficiaries names, leave records and performance ratings, which may be considered confidential in nature.
  • Enter and retrieve data using a personal or on-line computer system; review computer or manually produced reports for accuracy and make corrections as required.
  • Distribute department staff work hours to varied cost control and fiscal accounts; audit and balance such cost distributions.
  • May type correspondence, reports, forms and specialized documents, using a typewriter, word processor or computer terminal; proofread and check typed materials for accuracy, completeness and compliance with departmental and City policies and regulations.
  • Perform related duties as assigned.

The eligibility list established from this recruitment may be used to fill other vacancies that occur within the City including full-time and permanent part-time positions, if applicable.

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Two years of experience comparable to Payroll Personnel Clerk II in the City of Oakland.
Equivalent to the completion of the twelfth grade.
