Position Summary

A global leader in public health, ICAP has supported HIV and related health services in the U.S., Africa, Southeast and Central Asia. Situated at Columbia Universitys Mailman School of Public Health, ICAP partners with ministries of health, provincial, and district health management teams as well as with teams at the health facility level, to support more than 6,000 health facilities across 20 countries.

As a highly valued member of ICAPs Global HR team, the Global Payroll and Benefits Officer will report to the Director of Human Resources and work collaboratively with colleagues across ICAP to prepare bi-weekly and monthly payroll as well as allowance payments and reimbursements.  S/he will ensure compliance with ICAP and University policies both in the U.S. and abroad as well as with local labor law requirements and prevailing employment practices in countries where ICAP works.

Responsibilities

New York

    • Review time-sheets of employees and casual workers for completeness, accuracy and compliance with ICAP and University policies - 5%
    • Ensure that overtime calculations are done correctly and provide feedback to the employee and supervisors on corrections as needed - 5%
    • Process payroll on a biweekly basis and submit copies of all time-sheets to MSPH HR - 10%
    • Provide training to employees, casual workers and their supervisors on time-sheet and payroll policies and procedures - 5%
    • Prepare monthly allowance payments and benefits reimbursements and payments for eligible country office based employees -5%
    • Submit invoices for insurance payments to Finance Unit for payment -5%
    • Research benefits offerings to support the development of competitive and comprehensive benefits packages - 5%
    • Process one time salary payments including additional compensation and end of year bonuses -5%

ICAP Country Offices

    • Verify accuracy of information provided on the monthly payroll files prepared by the country office teams including new hires, end of employment dues, allowances, bonuses for each employee to ensure that employees are paid correctly and in a timely manner, etc. - 5%
    • Reconcile Country Office Monthly Payroll files as calculated by global payroll vendor reviewing for accuracy in Base Pay, Allowances, Taxation and other Deductions - 5%
    • Interfaces with ICAP Cash Management to verify Payroll expenses match global payroll vendor provided reports prior to posting to Country Office ledger, ensuring no variance, Develop in-depth knowledge of allowances policies, country office local hire manuals and ICAP Standard Operating Procedures -5%
    • Track and communicate employee payroll issues with the global payroll provider, NY and country office-based HR and Finance to determine an appropriate solution - 5%
    • Liaise with global payroll vendor to resolve HR related matters and to gather information as needed -5%
    • Act as a super user of the global payroll system to create reports and respond to ad-hoc payroll data requests - 5%
    • Escalate issues and seek advice when faced with complex issues/problems - 5%
    • Provide training on payroll processes and system to new hires. Acts as an advisor on routine enquiries where the answer is defined by a clear precedent or established procedures -5%
    • Apply understanding of assigned business processes to identify gaps and propose continuous improvement measures, Suggest appropriate corrective action to Senior Management for payroll issues as well as options for future controls -5%
    • Propose process improvement ideas which can reduce time, improved accuracy or enhance controls. - 5%
    • Complete other relevant duties as assigned -5%

Skill / Requirements

Minimum Qualifications

  • A Bachelors Degree  or equivalent in education  and experience is required for this position, preferably in Human Resources Management, Business Administration or Accounting.
  • At least 3 years of experience in the preparation of payroll is required for this position, preferably for an international non-profit/non-governmental organization
  • At least 1 year of demonstrated experience working/interacting with a global payroll system, addressing complex, multi-country payrolls and generating payroll reports is required for this position
  • An Excellent working knowledge of Outlook, Word, Excel and PowerPoint is required for this position

Preferred Qualifications

  • Payroll certification or certification in global payroll management or global operations is preferred
