PRIMARY FUNCTIONS: The ideal candidate for this position is a high performer with an accounting degree with high proficiency in software, comfortable with change, collaboration and process improvement, and a desire to make a difference. This individual will be responsible for accounting and financial administration of various and diverse agency programs and legal entities. Financial administration involves requisitioning, recording, documenting, monitoring, analyzing, auditing and reporting all financial transactions in an accurate, well documented and timely manner. Scope includes collaboratively participating in process improvements to optimize controls and efficiency.
Maintains the General Ledger and Subsidiary Ledgers and registers. Prepares journal entries, including accruals, for monthly and year-end close and maintains supplemental registers (e.g., investment, debt, utility, draws, asset and insurance register). Reviews tenant ledger or payable ledger transactions.
Prepares monthly reports for distribution to other departments. Researches and provides information and guidance requested from other departments. Extensively utilizes various modules, sub-ledgers and general ledger of enterprise accounting systems. Helps educate and train others on accounting processes, procedures and tasks. Prepares monthly reconciliations for bank accounts and other balance sheet accounts, researches and documents updates for monthly review. Records and reconciles transactions related to loans, escrows, repair and other reserves and construction draws and grants. Assists with performing grant close out procedures. Records construction in progress and capital assets, including depreciation and other asset management duties. Maintains detailed information on the Department of Housing and Urban Development's Housing Choice Voucher program, prepares Voucher Management System report and reconciles to the General Ledger. Reviews travel advances and travel reimbursements. Ensures travel forms are in accordance with policy prior to making advances or reimbursements. Reconciles outstanding balances for monthly net due to or from on travel. Gathers information and prepares schedules for annual independent external audit, tax credits and periodic reviews. Reviews requisitions and check requests for correct account coding. Reviews Accounts Payable check runs and supporting documentation before checks are issued. Prepares and files annual 1099-MISC reporting for vendors, landlord and IRS at year-end. Researches budget to actual variances. Assists with and recommends continual process improvements. Assists with documenting processes and work flows utilizing various software tools. Participates in segregation of duties and practices internal controls systems. Cross-trains as backup personnel for related accounting functions. Performs other duties as assigned by supervisor.
QUALIFICATIONS AND KNOWLEDGE: Bachelor's degree from a four-year college or university and at least three years related experience, training, or equivalent combination of education and experience. Degree in Business Administration majoring in Accounting. Experience in General Ledger accounting and enterprise accounting software and systems. A high level of proficiency with Microsoft Office products, particularly Excel, Word and Outlook. A high level of dependability, attention to detail, knowledge of internal controls, ability to manage and meet deadlines, and proven experience with collaborative, effective teamwork.
Preferred: Experience supporting property management, affordable housing, external audits, and non-profits a plus. Experience utilizing Yardi Voyager accounting software preferred, but not required. CPA or CPA track. Bondablity. Valid Texas driver's license; eligibility for coverage under HACA's fleet auto policy.
PHYSICAL DEMANDS/WORK ENVIRONMENT: Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. The work involves normal risks and a discomfort associated with an office environment, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.
