COLLECTIVE BARGAINING UNIT: This position is NOT in a collective bargaining unit.
BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Customer Service Administration (CSA). The incumbent analyzes customer and practitioner requests and matters to determine proper resolution of their issues, and then takes appropriate action. Researches regulations, tax code and other sources for the more complex tax questions and to ensure accurate information is provided to the public, practitioners, legal and other representatives. Prepares documentation of research (memoranda, report, etc.) on outstanding or ongoing issues for review by appropriate staff or official, e.g. legal staff, problem resolution officer, director. Approves request for waivers of penalties and interest on authorized accounts, and processes and makes recommendations for waivers on other accounts. Prepares complex individual tax returns for customers; guides lower grade employees in preparation of tax returns. Generates and issues bills and other correspondence to customers after determining tax adjustments or other actions. Provides guidance to assigned staff on how to research and determine proper resolution of issues, and in communicating resolutions effectively to customers. Distributes workload among subordinates; makes adjustments according to priorities; and spot checks and reviews subordinates' work. Performs other related duties as assigned.
- Minimum Qualifications
Two (2) years of progressive experience assisting with the planning and coordinating of work assignments; providing prompt and courteous customer service to external and internal customers in person and via phone in a high-volume, fast-paced environment; processing, assembling and reviewing financial transactions (i.e. adjusting tax accounts or posting payments); providing general information and resolving routine and reoccurring discrepancies; reviewing for accuracy of tax information ( i.e. returns or payment postings). Qualified candidates must also possess a working knowledge of Microsoft Office suite (i.e. Outlook, Word, Excel) with proficient technical ability to analyze, navigate, retrieve, and utilize data from a variety of other electronic and non-electronic resources; good listening, multi-tasking, attention to detail and documentation skills. Must possess excellent written and verbal communication skills.

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.

COLLECTIVE BARGAINING UNIT:
Employment with the OCFO is at will. However, the discipline and/or discharge of bargaining unit employees is governed by the collective bargaining agreement.

SALARY REDUCTION OF REEMPLOYED ANNUITANTS
An individual selected for employment in the District Government on or after January 1, 1980, who is receiving an annuity under any District government civilian retirement system, shall have his or her pay reduced by the amount of annuity allocable to the period of employment as a reemployed annuitant.
