Position Summary

PATS seeks a dynamic and results-oriented professional with a strong financial management background to become a valuable member of our team as a Financial Officer. This position is responsible for overseeing a comprehensive multi-million-dollar budget along with our operating budget sustained by a blended funding model. The ideal candidate will play a key role in budgeting, forecasting revenue projections, and our overall financial planning initiatives. This position is responsible for facilitating
communication and fiscal policy within PATS.

The Financial Officer position is a key member of PATS’ management team and oversees the financial activities of PATS’ divisions. This position is responsible for preparing financial statements, developing projections and analysis of the same, and providing guidance and recommendation to the Director. This position manages and provides leadership to PATS’ financial team and assigns them specific projects as appropriate.

This position audits payroll deductions and other revenues to ensure they are accurately performed, manages inventory systems, oversees journal entries/corrections, and performs bank reconciliations. This position assists and supports the planning, development and implementation of methods the department may use to enhance current revenue sources and generate new revenue sources. Working with the Parking Operations team, the Financial Officer may assist with project planning for (e.g.) parking lot/structure maintenance and repair. As a member of PATS Management Team, the Financial Officer makes recommendations on asset utilization and expenditure controls to better meet short- and long-term financial goals and manages the implementation of financial/payroll reporting systems i.e. LoboTime (aka Kronos) and T2-Flex (PATS parking software system).

The Financial Officer provides strategic direction and leadership in the planning, development, management, control, and reporting of the integrated financial operations and activities of a major, multi-faceted operating entity impacting all or most campuses of the University. This position coordinates the development, preparation, and submission of all capital, revenue, and expense budgets and all financial reports for our organization.

Conditions of Employment
Minimum Qualifications

Bachelor's degree in Accounting, or in a related field including at least 15 credit hours of Accounting; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications
  • CPA, MBA, or MA/MS in accounting or finance.
  • Demonstrated experience in compiling, analyzing, interpreting, and presenting complex, customizable financial reports, statements and revenue projections to various audiences utilizing diverse management information systems.
  • Proven ability to provide guidance to leadership on financial business matters and/or processes.
  • Extensive experience with Banner or similar integrated ERP system.
  • Skill in evaluating financial operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Experience in construction industry accounting to include contracts, change orders, and payments.
  • Working knowledge of government capital outlay processes.
  • Proven skills in communicating with various levels of management and state agencies.
  • Supervisory experience to include strong leadership and motivational skills.
